the colours and the slight blur in you picture do make it look like a fairy tale. Though as the little girl isn't dressed like a fairy or a princess she might be like Alice (Alice in Wonderland) who came as a normal girl into a fairy tale.
But you wanted a different view
so... if I put that first impression aside, ... well.. that girl could be also escaping from a trip with her parents. Her mum and dad might have decided to go to a museum or an exhibition in a castle, so they dressed up nicely and started their day off.. but as children are, they get bored so very soon. Just walking around and admiring architecture inside and outside a palace might not be fun for too long. So the girl changed her sandals/ balerinas into sneakers and ran to the exit-door the moment her parents weren't looking.
This place also looks like a place where you could get married. So the girl could also be a flower girl for a wedding. There was a big traffic-jam, so now she's late and needs to hurry up to get to the change-room.
She also could be playing hide and seek and she wants to hide behind the columns.
so that would be my ideas
and anyway: It's a really nice shot!

Haha fantastic ideas there, you are actually pretty close! Her parents were actually at a museum XD and i was accompanying her to walk around close by
As for the Alice in wonderland perspective, i never thought about that before but now i can see it hehe ^0^
