Tikal is wearing a towel. How she got to wear that does not matter; she needs her clothes and Knuckles happens to be wearing them. He's... also painting himself orange... what is he doing?YOU DONT HAVE TIME TO PONDER SUCH QUESTIONS AS TIKAL HAS GRABBED A SMASH BALL
But honestly, this is what happens to Knuckles every time someone tries editing him into Tikal. Please, think of Knuckles. Just draw Tikal from scratch
