Okay I'll try,
from inside to outside : Mikey, Don, Leo, Raph. If I'm right can I have a cookie ?

I would say, the one at the bottom is Mikey, then the next one up (to the right) is Donnie, then the next one up (to the left) is Leo whose hugging Mikey. Then the one at the top is Raph - hugging Donnie and Leo.
That's just my guess. XP
