quite accurate. However, the air shield should have a minor tweak. As I'm sure you know, reflected projectiles in tf2 are always crits. This should be reflected in the damage dealt to the target (no pun intended). Attacks without initial damage should not deal damage when reflected either, I don't think. I'm debating saying if there should be some mechanic to counter effects as well, to tie in the ability to reflect jarate, mad milk, and crossbow bolts, but I can't think of any example of such a ranged action in DnD other than magic used to heal teammates, which would, in general, not be used on an opponent unless they were undead.
However, I could always make these changes myself if I were to use this in my campaigns, so you really don't have to change anything. Congratulations on an amazingly conceived and impressively executed idea.

If the fire axe AND flamethrower are at-will, why have the axe? Or does "close blast" mean you can accidentally hit teammates, or does the flamethrower actually have ammo in this?

The Ax is a "basic attack," as indicated by the little circle around the sword symbol. When players mind control monsters, the monster can only use basic attacks to prevent mind control techniques from being overpowered. Therefore, a mind controlled Pyro can only use his ax.
Some players' spells also lock down all monster abilities except basic attacks, limiting their effectiveness.

I'm a DnD player myself, I usually play the Nuetral-Evil Drow rouge/thief because I can kill my enemies well and for some reason I usually live and protect my team for some strange reason.
