Here's my tier list of the Thomas characters. Enjoy!

Selections are subject to change if this list gets updated.

Favorites: Edward, Percy, Bill and Ben, Oliver, Emily, Arthur, Paxton, Caitlin, Ryan, Lexi (I know, all three of them are blocked by the Tiermaker logo, oof), Skarloey, Peter Sam, Duncan, Luke, Terence, Bertie, Trevor, and Jack are all my favorite characters!

Great: All of them are great. Despite the fact that they probably had their fair share of episode duds or only had one major appearance, they were all good in their own way.

Good: They're all good characters in my book.

Mixed Feelings: I honestly have mixed feelings for this selection of characters. They were either good in the classic series (Even if episodes like Lost Property, Thomas the Babysitter, All in Vain, The Fastest Red Engine on Sodor, An Engine of Many Colors, Love Me Tender, etc are anything to go by in Thomas, James, and the Scottish Twins' case), or am okay with them but find them to be overrated by Thomas fans (Molly, Duke, and Diesel 10).

And in the latter three's case, what's even the point of brining back Molly, Diesel 10, or Duke? All they'd do is give fans reminders of their presence in Season 9, Thomas and the Magic Railroad, and Season 4 (Their one and only good appearances). So even if bringing them back would be beneficial, I don't think they'll add much to the current era of the show, regardless if they do have potential.

Don't have an opinion on them: Honestly don't have much to say for these characters. And as for Nelson, Byron, and Patrick? I haven't seen enough of the Pack spinoff to form a proper opinion on them.

Meh: They could be worse, but they're not anyone I'd put in my Top 25 Favorite Thomas characters list.

Don't care for: I don't care for these characters either because I find them overrated (BoCo and Hiro) or pointless characters created only for merchandise (Splodge, Billy, Norman, Smudger, Freddie, and Thumper). In the other characters' cases, I don't find them to be interesting at all.

Send them packing!: Flora, the Logging Loonies, Vinnie, Hugo, and Colin are the worst characters ever created. They're very bad (Vinnie), a bland Mary-Sue (Flora), or annoying at best (The Logging Locos), and I wish that they didn't exist at all!!!!

So what if they have potential or are overhated? They were never good characters in my opinion and deserve to be forgotten about for all I care.
