Those are the flags of Germany (on Fluttershy's neck) and Ireland (on Rainbow Dash's)--countries known for their award-winning breweries, beer culture and heavy beer consumption per capita. That's why they can drink so much apple cider (presumably hard cider) and stay sober while everypony else is plastered.
