Because sniper is smart and learn a lot from battlefield or hurting...and maybe books. Also Twilight is not that crazy like Demomare goes in the battlefield going ape shit with gerandes.

How is Sniper smart?
Sure, he can aim and shoot, and yes, that takes calculation and knowing things like the wind and curve if it goes really far, but he seems more intuitive than book-learned - if I remember right, he honed his skills in the wilderness rather than in a classroom.Β I mean, if you'll use smarts, the Demo would work too - after all, he makes his own bombs, which he notes that if he wasn't efficient at, he would blow himself up.Β Plus, Demo has an actual history with magic outside of the Halloween maps.
If you focus on the 'weaponized math' that is sniping, really, Engineer would be a better choice since it's that to genius-levels, or if you're thinking aesthetically, Medic, because his healing and ubers resemble magic spells.
I mean, that's just my opinion of course, but to me it seems Twilight was just made Sniper so the rest of the classes would fit some hodge-podge reasonings and stereotypes.

Twilight is Sniper because of Sniper's line which is "Be Polite, Be Efficient, And kill everyone/pony you meet" except for the last part.

Soooo because a few words she's stuck to a class?
What about Demo? He's very intelligent and painstakingly accurate about making his bombs.Β The Medic? He projects energy shields.Β Engineer builds teleporters and seems regarded the smartest of the mercs.
Sniper points and shoots.Β So magical, am I right?
The problem with Twilight Sniper is you take this multi-skilled character and not only narrow her down, but deconstruct a majority of what she is for a few words or a minor trait.Β Twilight makes shields, teleports, turns apples into oranges, and is the defacto leader of the group.
Sniper is more of a... useful thing than a necessary class.Β Yes, he can help, but he's hardly going to be a tide-turner.Β In fact, in CQC, even a Medic has more power as long as the Sniper doesn't have the ability to head-shot under pressure.
Considering the popular lineup, it never seemed right to me to have Fluttershy turning allies into superpowered death machines and raising barriers while Twilight sits behind the action and aims for heads.

Ive always thought of Twi as engi because there both smart *cough* engi has eleven PHD's *cough* I could really only see twilight as the engi. which is why i cringe every time i see sniper twi... especially because sniper makes piss in a jar...... that is something i could never imagine twilight doing. The only pony i could see doing that is maaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaayyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyybe *cough cough* rainbow dash??? *cough cough* just my opinion..Β

I tend to favor Twilight as the Medic myself.Β The Medic is intelligent himself, enough so that in the recent comic he seemed confident he could implant one of the Australium Powered Life-Extenders to somebody.Β Unlike the Engineer, the Medic's intellect tends to favor experimentation and the esoteric.Β He makes things to learn from them.Β In many ways the Medic's personality fits a lot with what one expects of a wizard.
As for Dash as the Sniper, I could totally see that myself, though I tend to favor Fluttershy as the Sniper.Β Quiet, stays out of the way, kills people quickly instead of prolonging their suffering, that whole ordeal.

I'm afraid I do not see the point to the quotes.
The Sniper is a class you really don't need.Β No one ever says 'Oh man, we'll never win if we don't have a Sniper out there.'Β The Sniper never really does anything more noteworthy than a headshot.Β He's a very limited character, and his role shows it.Β Without assassination, he's basically just target practice.Β His purpose is to hide from battle and shoot - if he's forced into combat, he's at a major disadvantage no matter who he's fighting.Β Basically, you can play a match without snipers fairly easily; the Sniper is really most useful at distracting enemy Snipers.
Twilight Sparkle is the defacto leader of the Mane 6.Β Whenever they go into an adventure, you can rest assured that she will be leading the charge.Β Twilight's the pony everypony runs to when things get tough, or weird, or magical; she's the problem solver, she's multicapable, and she has magical powers.
If you're going to focus on the 'efficiancy' thing, truth is Twilight would make a better Engineer than a Sniper.Β Heck, she'd make a better anything than a Sniper - literally, I think Sniper is the very last class she could be when you equate them all to her.

What I think the smartest classes are from Smartest to Cloud Cuckoo-lander:
*note pyro is not included*
Engi-Medic-Demo(bomb-making)-Sniper/Spy(they're assasins not mercerneries)-Heavy-Soldier is aΒ Cloud Cuckoo-lander.
Support classes are Tide-turners in different ways.
Medic's Uber can break a defense or stop an offense.
Sniper's headshots can kill any class except for heavies w/ Fists of S. (the machina w/ full charge can kill a non-overhealed one) so it can easily kill a Medic w/ full uber without going near them.
The spy is same as the snipah except it requires a different strategy as stealth is important.
Also I just want to post some lines of the classes.

These are the classes, smartest to not-so-smartest, as I understand it.
Engi-Medic are roughly tied; a few months ago, I'd have agreed that the Engi was smarter, however with the Medic adding the Projectile Shield to his medi gun, I'm not so sure anymore.Β Engi's intelligent, no denying that, but most of his intelligence seems to focus on building machines.Β The Medic, however, seemingly has the more generalized background; while he is primarily a doctor, he knows enough about machines to construct his medi guns and add the projectile shield, as well as building the uber devices.Β I think they're about even in the end.
Demo is definitely smart; he knows how to make his bombs, and his own words show that even the slightest miscalculation would lead to him being an ex-demoman.
Spy and Sniper are about even methinks, just practicing in different ways; the Sniper has to make on-the-fly strategy, consider who he's disguised as, and know when he's beat and it's wise to retreat.Β The Sniper has to be able to aim - not sure how much math he actually uses, seeing as most of his shots are relatively close range compared to what real life snipers do (I'd need to see a comic show us just how he does longer ranges), that aside, most of what the Sniper knows is hinted to be a more 'trial by fire' method than any form of education, making him more intuitive than anything.
Heavy is probably actually about even with Spy and Sniper.Β He has a PhD in Russian Literature, and we've seen that he's smart enough to keep himself hidden for long periods of time.
Soldier and Scout break even, although for different reasons.Β The Scout can read (far as I know) and is not a complete moron.Β The Soldier is hinted to be unable to read, but he can build rocket launchers from garbage - he's something of a genius ditz/idiot savant, being stupid in all manners, save for one where he excels at; war.
Pyro is a mystery.Β He/She is smart enough to turn a company into a multi-million dollar enterprize at the very least, so he/she at least has business savvy.Β His/her delusional state seems to be the only thing that might make others thing he/she is stupid; but we really don't know if his/her delusions at all hint at intelligence.Β For all we know, he/she could be the smartest of the bunch and it's just hard to see through the psychosis.

When Demo gets drunk, he's pretty even with Soldier but smarter by a low percentage.
Fun fact: 4 classes smoke and they are: Solly, Demo, Sniper, Spy.

Demo's not stupid because he's drunk; he's drunk.
You can be drunk and smart; you're just less likely to come to a sound conclusion.
Demo is definitely in the top four at the very least of smart classes; Ring of Fired and it's sequel show us that he's got a good head on his shoulders, and that he's very subtle when need be.Β Soldier gets himself arrested by running into a court room objecting someone calling him a civilian.Β Demo is leagues more intelligent than Soldier, even when intoxicated.

Yes, but being drunk doesn't kill your entire brain; otherwise drunkards would be dead long before they could wrap their cars around a telephone pole.Β The man works with explosives; in his own words "One crossed wire, one wayward pinch of potassium chlorate, one errant twitch... and kablooie!" This means the demoman, at least at some point of unknown sobriety, has a steady hand, excellent focus, and clearly a lot of knowledge of explosive chemicals and how to use them.

I mean, while I think Zecora fits better due to her mixtures and whatnot, at the same time, I think Twilight makes a better Demomare than she does a Sniper (I really never could figure out how she got put with that - I assumed it was because AJ was best suited for engineer and the Medic is the only class Fluttershy would ever go anywhere near.)

Don't hurt that the Demoman has a lot of history with magic and haunted stuff - something he and Twilight have in common. The only other person with a close enough history would be the Soldier - and that's only cause his roommate is a magician.

Unuseful? I can't tell you how many times I've found myself screaming cause a Sniper caught me in one moment of walking forward for too long. xp That and Twilight, I'm pretty sure, has proven herself useful many times. And is not foreign, just from another city.
I dunno if I agree with the front-lines statement. Twilight is usually in the front of the group when they actually do anything, in fact - not very wise for a mage-character, but that's how it goes.
I... don't think the pointy thing near the face justifies anything.

Foreign status, according to the Webster Myriam, denotes an entity that is from another country or nation; considering all of the Mane 6 are from Equestria, none of them can be considered foreign.
Plus, limiting the 'national scale' down to Ponyville still presents errors in that only Applejack and Rarity actually come from Ponyville - maybe Pinkie, I don't know where her family home is located.
