someone told me about a kool filter in PS, >_< damn him, ive been playing with it all day, used some pictures i have of militery and such, think this is one of the best

i believe you used "cutout" am i right ehhe, nice filter. especially if youre trying to make a photo look like a painting. just use cutout, add some color, lots of smudging and blending. nice effect
