I find it funny how much I failed with this one. I hadn’t properly learnt run cycles yet and I was only watching the actual Cuphead run cycle.So I guess, in the hypothetical game, Teasipper is just a physically unfit character who cannot run properly and is always out of breath. A character stat that absolutely no one needed.
