Still no shadows on the characters, like even in darkness, if there is little light it still fore cast shadows.
The rain effect looks a bit terrible as it literally looks like looping on the picture and doesn't feels natural.
The thing that looks like flashlight I suppose, projects a very toonish like lightray... Which kinda takes a bit of the seriousness of the picture itself as it looks like TF2 x Warhammer mix.
On other hand, making the pic way more darker takes more of the details of the buildings and environment, you should not dark so much the background if your purpose is to make the thing to look like it has an environment, otherwise you may as well just put a solid plane in dark color behind and that's it.
Still needs more work pal.

Thanks for the advices. If I’m not able to fix’s it in a dark rainy weather, then I will try another weather instead

Dropt the rain, and was able to get the shadow
