Not unless you have a tablet, no.
Maybe you should try Firealpaca? It's a free program, and I believe it's a good one for mouse-users. If you don't like that, try Krita, which is also free.

I haven't tried Krita myself yet, but I believe it's a painting program meant for tablets. I'd stick with Firealpaca.
