Try it on internet cafes, surely you have a flashdrive or something to store huge files. Downloading that only takes about an hour or so, then you can just download it on your computer back home.

If I could transfer programs using a flash drive, I'd get photoshop from my old computer.

You just need to download the installer using torrent from the other computers since you said that torrent doesn't work on your PC, then once you have the installer, install it on your PC.
