I've thought it like this:
Yellow and Blue Shadow androids were made by Eggman. Yellow activated himself and went rougue, so the doctor removed most of the free will from Blue before doing so.
While Yellow is Shadow speed and skill in combat, Blue is his chaos connection. He can use all of Shadow's chaos abilities, but he is slow and clumsy in close combat.

I know he's a recolor, but that's what Shadow Androids are, am i wrong?

Based on early Shadow the Hedgehog (game) pics where it showed him in the multiplayer menu, along with Shadow and the Yellow Android
