After hooking up the board to the Cintiq screen and powering up - Behold! It works. (No Black Screen.)
For those interested in this alternative to junking their Cintiqs, I will post the MP4 videos provided me by the Repair Lab that show the repair and test procedures. I will post them on Reddit and link them in the upcoming Journal here at DA, since I don't think i can post videos as a non-Core member.
