Just use photoshop to make your image indexed to 8 colors, grayscale it, the use the pixelate/facet filter. Then all you need to do is type the key that is equal to the color of each box in the image. Easy to figure out just time consuming and hard to keep circular lol... Although I like the skull better this way than it's rotund counterpart.
