EDIT:
Added bulging veins around 18's neck, face, arms and legs as well as the addition of green eyes to further solidify the fact that 18's body has been fully integrated into Cell's own.ย

I think it's just a popular fan idea.
I saw it crop up multiple times and took a liking to it and starting utilizing it myself.
As far as canon goes, it's still a mystery to how Cell's internals work, because after absorbing 18 Cell has his torso blown open twice (one of those times he was vaporized from the waist up) yet after regeneration, he later spits out 18 in one piece once Gohan hits him hard enough.

the whole trip up the tail sounds and looks like fun to me and the whole helpless factor makes it really hot. also being part genie Cell would love me since I am like a walking battery to him haha.
