Well I usually do a base sketch in on a separate layer, and then try to make my lines clean as possible with a thin paint brush tool on a new layer on top of it, in this instance I used a three-pixel brush ...
I start my pictures off in a very large scale (3500x5000 at the least), and then resize them after my line art is finished.
