I believe it would decrease it. Things slide off her...that would include fingers. No friction = not ticklish! You think a piece of butter is ticklish? Or a piece of soap? See, it seems she is only pretending to be mildly tickled in the picture.

Actually, oils are used to increased the sensitiveness of the skin because it makes it more slippery. That's why I always considered about Alvida's power consequences towards tickling.
