Keep in mind, this is not my tone-deaf Jigglypuff. She has only one eyelash, while this one has three.

That's what I think when using this move while underwater. It's funny because in Pokemon R/S/E and OR/AS, whenever you're having an underwater battle there's no air/oxygen meter considering the fact that Pokemon have infinite air.
According to the anime, each and every other Pokemon (including the non-water types (like Purrloin for example)) can swim on water or underwater.
Just like us humans, we need air to breathe. Same thing goes to Pokemon too.
