I hate to go all CinemaSins again but how come Mizuno can understand Kasumi when she's speaking underwater but these sea pickles or whatever can't understand Star when she's speaking underwater

The current story I'm working with is that these sea bunnies haven't seen too many humans, and the few they have seen didn't speak underwater, at least not without some type of regulator or whatever.
