Space Villain (although of Collectible Mini-figures, he has the Blacktron logo on him, making him a BLACKTRON, former good guys and villains and Space Police I)

I always saw Cedric more of an anti-villain rather than a straight up villain considering his rather obscure and not so well known backstory which made me feel rather sorry for him. No his portrayal in LI2 does not count in my book.
Yes he wanted Leo's land but he's pretty much a saint in comparison to Vladek.

It's no problem. You can always add them in as underlings to whichever boss you can add. And there's also the Bandit from Collectible Minifigures, too.

I believe that there's a priority on the position of the Pirates being heroes or villians. After all they had their own Ladybird book series back in the 90's in which Redbeard and his crew where the heroes...
