Normally Amy is ecstatic to have Sonic hugging her, but yes, the alarmed (and crying) facial expression is cause for concern. A possible scenario is that Sonic just rescued her from some dangerous situation and she's still adjusting to the shock of it all.
Actually, I had another scenario in mind, a much more light-hearted scenario, but if you had serious intentions for this picture you may not be interested in hearing it.
