Well, one of the Sonic Archie comic writers said that somehow, Silver is descended from Amy and Shadow. So it probably is like this: Amy and Sonic have a baby, Shadow and ??? have a baby, their kids grow up; Amy's child and Shadows Child meet, marry, have kids, those kids get married, and 200 years later, Silver is born from one of Amy's descendants! Thats my family tree of Silver!

Not only can ANYONE use Chaos powers as long as they have a source to harness it from, but Silver's ESP isn't a Chaos based power at all! And even the chest hair he has isn't like Shadow's at all!
