Actually, I think that was a joint effort (no pun intended). Barrowman was only one of the creative minds behind it. Catherine Tate very likely came up with and helped develop the idea, and David Tennant was there to lend his voice and moral support. Which he did quite enthusiastically.
Or that's my theory, anyway.
