I honestly wouldn't say "never", though he probably won't be playable in Ultimate. Pretty sure it was only 2 people who harassed Sakurai about it, though some people say it never happened at all. Still pretty messed up though if he did get harassed, however, I personally don't think that would stop them from making him playable in a future game.
Could be wrong though. There might be another reason they're not making him playable, but either way, it's hard to predict what Nintendo will do.
