The curse came from the plane of Escur, where it was imparted upon Andero from the Empress of Escur, who bonded the curse to the seal she put on him to stop him from escaping the plane. So when he broke the seal and escaped, the curse was set upon him. So in any situation that has the capacity to turn him into a sexy girl, no matter how minute the odds are, it will do so without fail. So in this case, for almost any other guy they would've just come out as a purple haired dragon man, but Andero came out as a sexy dragon lady.
