As the push towards east proceeded forward, NCR Army's top command started to search for a newer rifle to replace then-standard FN FAL service rifle. The reason for these were that Army needed a weapon, that could be fed from recovered pre-War ammunition, and while 7.62x51mm rounds were produced in relative abundancy by factories in Los-Angeles and Boneyard, they became hard to comeby in pre-War aquired stocks - and thanks to long supply lines (and also attacks from raiders and Ceasar Legion's saboteurs) from NCR itself to Las-Vegas and Hoover Dam region army regiments stationed there need to rely more on recovered stocks of ammo. There came the Mk.1 service rifle, based on pre-War M16 assault rifle and produced by various state and Gun Runners owned factories. It was using 5,56mm ammo - providing lower recoil and more ease for non-experienced soldiers to shoot accurately.
According to demands form NCR political brass the rifle was limited to semi-auto only. However, it still remains a good-quality rifle (due to factory production), handy and effective
