I gave Deluge Loki-like horns to make him look more cunning. I also used Ben Templesmith's sketch of a proposed G1 design for Flatline as reference.

Thunderwing - Thunderwing is a refined and aristocratic gentleman. A prominent political leader during Cybertron's Golden Age, Thunderwing is fearless, ruthless, and immensely powerful. He is set on ruling the Decepticons and is not afraid to voice his dissent in Megatron's midst. His scientific contributions and raw power are the only reason why Megatron tolerates, and ignores, his challenges for leadership.
Currently combining a "polydermal grafting" process with Space Bridge technology

Shockwave - Logic rules Shockwave's thought processes and dictates how he thinks, acts, and reacts to every situation, no matter how mundane it may be. He sees emotion as a weakness and a distraction. Shockwave is one of Megatron's most highly ranked and loyal Decepticons. He is one of the founding members of the Ministry. He does not enjoy engaging in combat, but is not afraid to do so if needed.
Can deactivate his higher reasoning and allow a subroutine simulating rage to take over
Believes that Megatron's ability to inspire his troops makes him the ideal Decepticon leader

Jhiaxus - Although Jhiaxus may appear to be a wily, decrepit relic, he is actually one of the youngest members of the Ministry. Once having a form similar to Starscream's, Jhiaxus's constant modifications and upgrades rendered his current form vastly different from his original appearance. Jhiaxus is responsible for countless atrocities committed through his inhumane experiments and should be approached with caution.
Possesses an unnerving, distinct cackle that traumatized survivors of his experiments never forget
Views Starscream as a walking pile of obsolete scrap
Discovered that dreams can be made into a reality through modified Space Bridges

Deluge - Prior to assuming Oil Slick's position in the Ministry after he went rogue and created the Stunticon splinter faction, Deluge was a theoritician and scientific advisor to the Ministry. Deluge is an insane scientist whose intellect and skills fuel his massive ego. Although Deluge has a firm belief in the sciences, he is believed to be a devout worshipper of Amalgamous Prime, one of the original 13 Transformers.
Excels at building destructive weapons and machinery for causing mass genocide
His personal projects tend to have design flaws due to their unnecessary complexity, leading to mechanical failures
Has a massive ego and is easily offended

Flatline A master surgeon, Flatline is a bit overzealous with his work. He's eerie, macabre, and sadistic. Flatline will repair and treat his subject, but not without adding his own "improvements"; he likes to think that he's actually helping his patients and doesn't understand why they don't appreciate his endeavors. Whenever Knockout visits the Ministry, he avoids his fellow doctor since he finds Flatline's to be off-putting.
Having taken up xenobiology as a hobby, Flatline intends to study human anatomy through countless autopsies
Ratchet considers Flatline a monster and a disgrace to the Cybertronian medical profession
Dark Energon's ability to resurrect fallen Cybertronians as Terrorcons fascinates Flatline
