Other than Jarl Igrod, Jarl Balgruuf is my favorite. I like Jarl Siddgeir as he's devious. I can't really stand either Jarl of the Reach, which leaves you with the choice of Douche A or Douche B (the Reach belongs to the Forsworn!!!). I like Bruunwulf as the Jarl of Eastmarch, as well as Brina for the Pale. I prefer Jarl Kraldar as the leader of Winterhold. About the only Stormcloak Jarl I actually liked was Laila Law-giver, a shame she favors the side I don't (Can't stand Maven Blackbriar).
