Ulfric was fed up with the Empire and when the old high king died and the Moot was called he properly was hoping to the vote would go his way. The carriage driver says most high kings are previous Jarls of Solitude. I think losing to one vote most had driven him mad with rage. He was properly jealous of the happy couple too and maybe secretly in love with her? Nice work.

Why did he wait 25 years and why didn't he kill the old high king? What truly happen at that moot?

Ulfric wasn't Jarl for all that time after the Great War and some things happened between 4E-175 and 4E-201. During the Great War, the Nords lost the Reach to a Forworns uprising and he led men there to take it back from the Forsworn. In return, the Jarl of the Reach had to allow worship of Talos again. When the Imperials got there to restore law, Ulfric wouldn't let them in the city unless they also allowed the worship of Talos. The Thalmors got word of it though and so they don't break their peace agreement, the Imperials were forced to take Ulfric and his men out of Markarth and the imprisoned him afterwards.
His father (who was Jarl then) passed away during Ulfric's imprisonment and he became Jarl when he was released and got back to Windhelm. I don't know when that happened and how long he was imprisoned though, so I don't know how many years that could've taken in that 25 years. I also figure it takes a bit of time to prepare everything for the rebellion, so that's to be taken into consideration too.
As for the moot itself, according to the wiki, it was more of a ceremonial confirmation than an actual vote.

Ulfric was right about the other jarls happily to suck on the Empire's tit while their own countrymen are being killed by a foreign body. How long does Skyrim allow these crimes to continue while the Empire is being eaten alive from the inside by the Thalmor?
America rebellion over taxes. What's wrong with an independent nation that wishes to worship their gods in peace?
The high elves reproduce much, much slower then humans I highly doubt their numbers have recovered in just 30 years. Ulfric wins the war of independence of Skyrim. He should 100% promote marriage and big families. Women should be removed from the battle field and put it the home. Farming is properly the single most important issue and should be promoted too. Experiments with soul gems should begin to warm the soil and greenhouses need to be built. Ulfric needs decades to build up his nation and restart Skyrim's destiny to birthing a new empire built of free trade and commerce instead of bloodshed.
Magic should be taught in the new schools that promote the new ideals of learning and trademenship. Ulfric's personal bodyguards and the children of the new elite will be taught the Voice.

Wow. So awesome. My character also sees him as this really soft-spoken kind of man. To me, he's somewhat like Shadow The Hedgehog or something. Just my opinion, anyway.
But that aside, Ulfric looks so badass in this one. Fantastic work.

Such a wonderful piece of Ulfric! You captured the emotion really well.
I personally, always saw Ulfric as a man that hid his emotions from the world to not appear weak. That is why my Dragonborn fell in love with him, because he is passionate and loyal to the things and people he loves, even though he doesn't show it in public.

Ah, Ulfric. There is a deep sadness in his eyes. He looks weary, worn, and with good reason. War can do that to a man, especially a war against brothers (I'm sure many Nords joined the Empire). I love the lines in his face, the scars on his cheek, the shadows under his eyes! This portrait is quite profound, I can't stop looking at those eyes. Wow.

It wasn't exactly my intention to make it look like this, it was more for practice than anything else so it just sort of happened because of the references I used I guess haha! He's always got that kind of look in game. The mood fits him pretty well though so I'm glad! Thanks a lot!

The High King was a coward. He handed over the land of Skyrim to the elves, willingly! No true High King of Skyrim would allow that!
