This is good. Some designers get carried away with fancy art, which just ends up making it hard for the reader to find the information they want. So the focus on a job like this is to start with a design idea to help the reader very quickly find the info they need in an efficient way, then put in the eye-candy.
You have done this very well here. It is clear and concise, with a very good font choices. Your border texture works well to focus the eye inward, while also being pleasing to the eye, and your splashes of color also work good to focus the eye's attention.
