Sadly, I haven't thought of a name or rank for this Marine but I think he'd be high up on the totem pole. This guy is a devil fruit user. We'll call it the Muscle Muscle Fruit for now (god I'm so lazy atm XD).

This Marine has the ability to manipulate his muscles. He isn't like Luffy and can strech it and stuff. Instead, he can harden or soften his muscles, even expand them to Popeye like proportions.
