If they ever used him they could've probably changed his name to mystic man instead of devil man. Maybe make him like Jevil. His main function could be like paranormal investigation and research. His weapon could be mystic whip which summons a monster robot to attack megaman or any other enemies.

I can kinda see why he was cut. His name is Devil Man, and the Devil is supposed to be part of Christianity. That went agenst Nintendo's policy. And trust me, I'm right.

I decided for laughs to include him and "gas man" (his real name in the R20 book is Smoke Man ironically) in my old project.
