It's a reference to the CatDog episode "The Island".
Cat and Dog were stranded on a little island surrounded by traffic, and they went insane to the point where Cat built a giant tire thing that he pretended was his master, and Dog was pretending he was a king.
This picture reminded me of the shot where Cat's vision makes him see the tire thing come alive and tell him to eat Dog.
