Hrm. It's really hard to separate what is stylistic and what has been overlooked, since you have a solid style. The best diagnosis that I can come up with is that you are drawing from the clothes, or from the outside-in. Thus, I recommend doing a few life drawings--you start with the bones, muscles, body, and then drape the clothing over them. Practice with just nudes, and then when you get to clothed figures, you need only draw a very basic, sketchy, gesture of the actual body before covering it in the details of the clothing.
Also, you could look at photos of how clothing pulls over the body. You see how you put a few lines on the inside of her elbow? Realistically, a thinner, seifuku shirt like that would have longer lines running all the way down the forearm and draping all the way down off the shoulder.

I'm not surprised, because most schools in the U.S., especially their "extra-curricular" courses, are lousy, but I am still very saddened to hear that. I strongly encourage you to keep in touch with me and ask me for advice any time. I've been a tutor/teacher for five years, so I should be able to help you.

Anatomy is difficult. It can be learned. What's important is how expressive this picture is. That cannot entirely be learned. It is an intuitive quality that you have, so feel fortunate.
