Godspeed, the newest villainous speedster on the block. Long story made short, a mysterious Speed Force storm imbues a bunch of random people in the vicinity with super-speed powers like the Flash's. One of them, who turns out to be Barry Allen's old friend and partner August Heart, uses the powers to become a serial killer targeting other speedsters to enhance himself by draining the speed from them, so that he can use it to be a better Flash than Barry . . . because he's going to kill every single criminal that thinks they can escape justice. He gets found out when he murders the man he believed to be his brother's murderer and while he has the power to literally duplicate himself, dividing his share of the Speed Force between himself and the copy takes a lot out of him, which ultimately gets him defeated when Barry gets help of his own. Heart/Godspeed is currently incarcerated, though he insists to Barry that there's more to the Speed Force storm than he thinks, and he'll keep it close to the vest, along with Barry's identity as the Flash, until it becomes a valuable enough bargaining chip for him. (The knowledge of the true source of the Speed Force storm, not Barry's identity. Heart still thinks of Barry as a friend, and the sentiment is tentatively mutual.)
