you can use them however you want (though I don't really know what you mean by 'commercial use') as long as there's some credit somewhere ~
resell is ok as long as it's not a higher price
and you can make small changes to the design

Commercial use is like, using the character to earn money. Like, for example - using them in a manga and selling the manga with that character in them.

Well it depends, some want to send an invoice directly to my paypal. You can do that on the website, click on 'Request money' and the rest is easy.
And the rest - they give you THEIR E-Mail to send them directly to their Paypal acc.
