No, i've looked through most of the videos and i didn't find her say octi. 

And why should it even matter. It's a drawing with a title. 

And those are fan made. Not cannon. She never has a specific name. 

You can call her Octi, Tavi, Octavia, or whatever you want but i call her Tavi.
