Well, he says he wants kill monsters and humans with the player, so yes, he is evil. But not the real villain, the real villain is the player who take that route.

I feel kinda similar, but I feel they only become demonic AFTER some time in geno route. Chara helps you in Pacifist after all! It's the player that really triggers Chara's corruption.
