Seeing his terrified, shaking, and maskless gave me squiggly feelings, but his SMUG looks at the end of the episodes put the icing on the cake.

I'll tell you.
It starts out that Batman and Robin are bringing the Scarecrow through the gates of Arkham. The Scarecrow is wailing and screaming about how he is terrified to go back to Arkham. "Don't take me back there! Please!" "I wasn't even going back to crime this time!" and similar cries. Then a really large, burly-looking guy shows up and introduces himself as Lyle Bolton, the new security guard at Arkham. He takes the Scarecrow in through the doors - the Scarecrow quivering with big bulgy eyes - and Bolton promises Batman that Crane will be the last inmate to escape from Arkham.
Batman knows that something is up to make Jonathan Crane so terrified, so as Bruce Wayne, he requests that that Dr. Bartholomew and the staff at Arkham look into the doings of Bolton in a sort of mini-trial thing. They interview the inmates Harley Quinn, Arnold Wesker, and Jonathan Crane, but all say in rather out-of-character timidness that Bolton is a great security guard. Then Bruce Wayne, wanting to get to the bottom of it, suggests that Bolton then remain the security guard. This causes an uproar from the three inmates and they start saying how Lyle Bolton tortures them (electrifying their doors, taking away privileges even when their good, chaining them to their beds at night, covering Scarface with termites, etc)
This is when Bolton, who had been sitting off to the side, bursts into a rage yelling and throwing a fit about at the inmates. Dr. Bartholomew dismisses Bolton and as he is taken, still raging, out of the doors of Arkham he yells: βNow I see I was wrong to punish those pathetic miscreants!β (Crane, Quinn, and Weskar cowering in the corner) βYouβre the cause: the gutless police, mindless bureaucrats, and coddling doctors. You should all be locked up in a cage without a key!β
When he gets outside the press is there to greet him, but he doesnβt say much and gets away as quickly as possible. At his home he is watching about what the press has to say about him, putting him in a very negative light, then the press moves on to say that Poison Ivy is back in Gotham and they say it almost as if it were a good thing that she was. Bolton decides that the problem starts with the media and after breaking his TV set he leaves the room.
He then, kidnaps Summer Gleason under the guise of βLock Upβ with a rather unimaginiative, costume. When Batman come to Gleasonβs rescue he Lock-Up tells Batman that he and Batman are on the same side and that Batman should help him get rid of the crime in Gotham. But of course Batmanβs like: Howβs kidnapping the news woman stopping crime? So then Lock-Up and Batman get into a fight, but Lock Up ends up getting away.
It isnβt long before Batman and Robin figure out who Lock-Up is and what heβs doing. They find him on a ship where he has his prisoners, not only Gleason, but Commissioner Gordon and (I think 
Batman sends Robin to free the prisoners, who are chained up and Batman goes after Lock-Up.
Then come the big fish between Lock-Up and Batman with the ship starting off into the ocean and the fight ends up with Batman and Lock-Up falling into the ocean. When they come back up Batman in conscious and Lock-Upβs knocked out and being carried by him (thereβs obviously more to the fight scene, but Iβm not good with the fight scene)
So with Gleason, Gordon, and the mayor freed, Bolton is sent to Arkham himself, after it is proved that he himself is insane.
The eppie ends that Bolton is being led to his cell and all the inmates down the hall are laughing at him and shouting insults at him. They show Jonathan snickering saying: βNo you shall learn new lessons in fear.β
Bolton is locked in his cell, not seeming to notice the mocking all around and just says that now he can watch all the inmates all the time and keep track of everything they do from now on. Then it fades to black. The End.
I know it's not the best summary. I hope you'll be able to watch this episode. It's pretty good, but I mostly like it for the Jonathan parts

I remember this episode! Lock-up! -bounces up and down- I felt so bad for him in this episode. He was just... so frightened... Like a puppy... an evil puppy. Kudos to you for drawing one of my fave scenes.

Thanks but it's not my cartoon style it's Bruce Timm's who does Batman the Animated Series. The person grabbing him is Robin but what he's upset about is the new chief of security, Lyle Bolton, where he gets locked away after being a bad boy. He's a very cruel chief of security.
