I actually have my own headcanon for how Crisis City came to be. See, with everything from 06 being erased and debates on what Silver's future looks like now, I decided to take some liberties. The way I see it, Crisis City was actually Silver's home. Granted, he still lived on his own before all the tragedy struck because people were secretly afraid of his powers, but Silver was happy to see smiles on people's faces every time he went out to get a new book to read or something. That is until Eggman Nega decided to begin his global takeover and Crisis City happened to be among the first of his targets. Silver fought well to try to defend it, but when it looked like he won, Eggman Nega pulled a last ditch effort and called out his bots to burn down and blow up the city instantly.
Silver: "You...maniac! You're an absolute monster! How could you?!"
Eggman Nega: "There's something you should understand, hedgehog. I'm not like my ancestor, Ivo. I have 0 tolerance for failures. Therefore, if there's anything I can't have under my control, it must be destroyed. I'll admit, you did well for your first time, but in the end, heroes don't always win." -calls his robo pod to escort him out- "Now, if you'll excuse me, I have a world to conquer. Feel free to stay here and...reflect on your actions. Until we meet again." -leaves-
-Cue Silver screaming in agony and possibly punching the ground.-
