I get that too, I understand the style it's going for, but the details are all over the place.
The eyes look alien,their proportion to the face is wayyy off. The fur is far too spiky, which harbors the cute factor. The ears are too big and sharp, creating an almost gremlin like factor. Altogether it just doesn't work.

Bigger eyes=greater cute factor. It's just a fact that we as humans are attracted to big-eyed things.
And the fluffy ears is something I got from another artist that used fluffy ears for their chibi styles.

It works for me.

It's not the eyeshadow so much as it is the highlight, it's unnatural (round or showstyle eyes highlights would have triggered the cute effect) with highlights like those it kinda gives a 'dead' effect.
The reason the fluffy ears don't really work here, is because they're pointy, and so is the fluff. So instead of creating a cute and cuddly effect, we get rough and spiky. The size doesn't help either.
