The number four slot for my top 7 favorite villains goes to the evil boy genius, Jack Spicer (from Xiaolin Showdown, for those who've never heard of him).He's just so darn dedicated to being evil! I mean, this is dedication to the point of many attempts at perfecting an evil laugh, and rebuilding a small army of robots each time the monks trash his last batch of them. Heck, he even made his own theme song to play for the next time he'd confront his enemies! If that isn't dedication, I don't know what is. You just can't deny the effort! (And serious bonus points for being evil in the most awesomely dorkish way I have ever seen. VICTORY HOEDOWN, anyone?)
Sure, he rather disappointingly faded into obscurity near the end of the series to make way for more menacing villains... But he will always have a place on my list of faves.

Jack was a great villain, but I always have trouble ranking him high because it so poorly, but he does get a lot of bonus points for above and beyond dedication.
