if they are on top of a landfill, they're probably gas vents. the rotting garbage creates methane, which needs a place to go and so they drill holes into the earth and put in a pipe which releases the gas. other than that, i have NO clue.

hmmm.... I wouldn't know if there was a landfill there before, but now it's the site of a training facility for my job. I suppose it could be an old landfill site.... there are a couple towns close enough.. It makes more sense than what I was thinking... I thought maybe they were candy canes
