The part with the eye (the base of the scythe, I guess) is this weird sprinkler valve I found at Lowe's. I bought two parts and attached them--it fits to the PVC pipe well.
Then I covered it in model magic to even it out. It's a little bumpy though...
The scythe itself is insulation foam covered in paper mache. I covered it in a few layers of glue to make it a little more sturdy and smooth. I followed a tutorial I found on Cosplay.com--it helped a lot!
