Whew! It's finally done!My submission for the Okami contest. And let me tell you, it took frickin' forever.
Each person/animal/object was sketched out separately, and then it was all assembled and colored in photoshop. The background (sky) was taken from the resources provided in the contest.
I've never done anything even half as complicated as this in photoshop, and I must say I learned quite a bit. But at the same time, I still have way too much to learn, and if I did this over I'd do a lot differently. But overall I'm pretty happy with it.
...If you can think of a better title, tell me. I'm so bad at that kind of thing.

Yeah, she had some issues because I drew her separately and used a photo for reference, and the photo was taken slightly from above.

As for a title, the one you've got is pretty good (maybe better than I know, since I haven't played the game). If you really want some more suggestions, a few that come to mind are "Dance of the Cherry Blossoms", "Dance of the Blossoms", or "Dance of the Gods" (since I remember hearing somewhere that Okami is supposed to be a god or something).

in submitting a piece of work there is an option to have it a certain size and then be able to download the full version via the download button.

wow, yeah, full view is a bit of a headache...
