Indeed he did, but the creators have also said they want to continue to expand upon their universe after the current series is over. Koh may have been speaking of future avatar's not merely of Aang...

perhaps. But series spin offs aren't for certain. No deals have been made yet, so I think Koh was reffering to Aang....or at least I hope.
And the creators also said that almost every minor character from previous seasons would be in season 3...perhaps they meant Koh too?
