The shading on this piece is quite nice, especially around the teeth and jaw.
I feel the colour mixing could be better: the blue and orange should present a greater contrast than they do, so maybe defining the lines between the two a bit more would give this piece a bit more impact? Perhaps try playing around a bit with colour mixing in the glowing parts, make them a little more glowy and little less shiny/pebbly?
Speaking of pebbly, that particular texture looks really good on Kyogre. I'd say emphasise it more all over or smooth them out completely.
Overall, this has got some potential to go from good to pretty darn great!
