The clothes on Fluttershy don't really look "shy" if you get my meaning.
She would look more like a shy pony if she had something covering her arms. Being a shy person myself I feel more comfortable in long sleeves, but that's just me.
Also, add more bangs. Nothing says shy pony more than face full of bangs.
Just some suggestions if you do change her up.
