It's not really based on anything, actually. I don't think so. It's just an alternative story where Lapis Lazuli kidnaps Steven as a baby out of spite for the Crystal Gems. Then a decade later, he grows up as a ten year old, helping Lapis fight world threats. In this same AU, Amethyst becomes the leader of the Crystal Gems and Peridot is just there because of the canon storyline,

ok. but why would lapis do that? and how? wasn't she in the mirror when Steven was created and if she wasn't why would she do that?

It was sort of like a chance thing.
Lapis was stuck as a mirror in Pearl's gem. Her rage kept growing for the Crystal Gems with every second she was trapped. She vowed to take the one thing they loved, just as they took her freedom.
Baby Steven was crying one night and Pearl couldn't find a way to lull him to sleep. Amethyst went away because she couldn't handle it. Garnet asks for whatever Pearl has that could calm him. Pearl chose a seemingly harmless mirror.
Lapis exploded from it. With her control over water, she flooded the place and took Steven, the one thing she knew they held dear, and escaped. Overtime, Lapis began to love Steven and took him as her child, thus "Steven Lazuli".

Lapis Lazulis in this AU are considered useless. They have no use in Homeworld's infrastructure. Not even as slaves. They're too frail. They're then known to be used as batteries, and it's become natural for Gems to regard them as that. But Lapis was a special case. Ever since she was made, she had a faulty code.
She wanted freedom. She was powerful. Regular Lapis Lazuli would melt in water (there's also no water on Homeworld for Lapis Lazuli to prove themselves, but they're weakness is also water so they're really just useless.) while our Lapis was invulnerable to it.
But since she was still a gemstone, other Gems have placed her in a mirror, thinking she was useless like the rest.
